OP, what you had suggested is exactly what I would do. Take down, wire brush / wire wheel, spray with a good oil based paint (I like rustoleum), lace rim with oil based undercoating and re-install. The undercoating shop should have undercoated the front and backside of the spare, there is no harm at all in this.
